Seems, men of moulds two this planet haunts,
Birds of feather unfurled,
Happy who scarce are heard:
A penny-less pauper, wet with wants,
One, powerless, still copious fury flaunts.

The transliteration of the subhāśhita is given below:
dvau imau puruśhau lokesukhinau na kadāchana |
yah cha adhanah kāmayateyah cha kupyati an-īshvarah ||
dvau:of two types; imau: of these; puruśhau: men; loke: in (this)world; sukhinau:happy; na: not (be): kadāchana: ever, at no time; yah cha adhanah: he that though is without wealth, is poor; kāmayate: covets, yearns for (wealth): yah cha kupyati: and he who gets angry, shows off power; an-īshvarah: though powerless, not strong enough, cannot cope with/control (the anger) .
This verse is from Mahabharata, Udyoga Parva.
